ACTIVE ENDEAVOUR NATO

ACTIVE ENDEAVOUR: As a result of the 11 September 2001 terrorist attacks in the U.S., NATO launched Operation Active Endeavour (OAE) as part of the Global War on Terrorism. The operation commenced in October 2001 and is still ongoing. OAE demonstrates NATO's resolve to help deter, defend, disrupt and protect against terrorism and is an example of the added essential value that NATO brings to the complex global fight against terrorism. OAE is a NATO Article 5 mission.
 
NATO Maritime Command Northwood commands the operation to deter terrorism in the Mediterranean and to contribute to the peace, stability, and security of all nations in the area. Operation Active Endeavour is based on international law and directly supports United Nations resolutions against threats to international peace and security caused by terrorist acts.  Any suspicious behaviour at sea might be considered as a potential indication of illegal or terrorist activity.
 
NATO military personnel onboard warships, submarines, and aircraft are fully dedicated to ensure the success of Operation Active Endeavour. Non-NATO nations such as Russia and Ukraine are trained to participate in Operation Active Endeavour. Other nations such as Morocco, Algeria, Israel see the benefits of cooperation or participating in Operation Active Endeavour, and are willing to do so.
 
Cooperation with OAE forces provides for the safe and secure movement of vessels at sea and reduces the time spent on inspections at sea and ashore. This is an important contribution to the peace, stability and security of all nations and peoples in the area.
 
Ships transiting the Mediterranean Sea are invited to send a Format Alfa and report any suspicious activity in the Mediterranean Sea to the NATO Shipping Centre. For more information on how to report ship movement and suspicious activity go to the "Merchant Participation and Assistance" section.
 
Voluntarily providing the NATO Shipping Centre with your merchant ship movements would reduce the possibility of your vessel being hailed and boarded by naval forces supporting OAE.
 
Summary
 
NATO Naval forces are operating in the Mediterranean Sea in support of operation Active Endeavour. On 03 March 2004 the operations were extended and the operations area now includes the Straits of Gibraltar. There are no indications of an increased threat for merchant ships. Ships are advised to take the normal precautions. Ships transiting the Mediterranean Sea are invited to send a Format Alfa report. Merchant ships passing the area may also be called on VHF and asked general information by patrolling warships and aircraft.
